Recently, during the Make it in the Emirates forum 2025, ADNOC Group has celebrated the investment of EXCEL RAY ENGINEERING & FABRICATION LLC, our new state-of- art Fabrication Facility as part of Astra’s commitment to the Make it in the Emirates initiative. This announcement reinforces our role in supporting the UAE’s industrial growth and localization strategy.

This facility, currently under development in KEZAD Al Munmorah, spans approximately 45,000 square meters and will significantly contribute to the UAE’s manufacturing capabilities. Once operational, it will accelerate growth in the industrial sector, create new jobs, and is expected to generate annual sales over AED 200 million. Our “Made in the UAE” products will enhance Abu Dhabi’s export potential and will directly support the nation’s energy sector.

The announcement was made at the Make it in the Emirates event – Collaboration Hub, with ADNOC represented by Mr. Yaser Al Mazrouei , Executive Director, People, Commercial & Corporate Support Directorate, Mr. Salem Bafaraj, VP of In-Country Value and Industrial Development along with key members of ADNOC’s In-Country Value & Industrial Development Team. Representing Astra at the event were Mr. HARISH MUHAMMED BASHIR, CEO, as well as senior executives and other key members of the leadership team.

This milestone represents a new chapter in RAY’s growth story and reaffirms our commitment to driving industrial innovation, supporting national development goals, and building a stronger, self-reliant manufacturing ecosystem in the UAE.

We’re proud to announce that RAY has signed a Letter of Intent with ADNOC to manufacture Pressure Vessels and Heat Exchangers as part of their commitment to the Make it in the Emirates initiative, led by the Ministry of Industry & Advanced Technology (MoIAT).

This initiative invites local and International investors, innovators, and developers to join the UAE’s industrial journey through its National Strategy, Operation 300bn. The strategy aims to boost the UAE’s GDP contribution from AED 133 billion to AED 300 billion by 2031 via developing the industrial sector and enhancing its role in stimulating the economy.

This agreement aligns with RAY’s plans for our new Fabrication Facility, set to be built on approximately 45,000 square meters of land in hashtag#KEZAD Al Ma’mourah. This facility will accelerate growth in the industrial sector, create around 400 new jobs, and generate a sales potential of over AED 200 million per year. Our “Made in the UAE” products will also enhance Abu Dhabi’s export potential and support the nation’s Energy sector.

The signing ceremony was held at ADIPEC 2024, with ADNOC represented by Mr. Ali Foolathi – SVP Procurement Excellence & In-Country Value, and RAY represented by Mr. HARISH MUHAMMED BASHIR – Managing Director.
